This is essentially a burn deck that combines low-cost spells to more efficiently level up Jhin. If done correctly, Jhin can level up by round 7 and Viktor offers an additional win condition while boosting up Jhin level up.

Full sets of Most Wanted and Iterative Improvement are included to increase draw and increase the number of skills that can be played. Doom Beast is especially good with Iterative Improvement.
