Bilgewater has a lot of Discard mechanics, whereas Noxus only has Draven. I believe this deck might be better than Jinx/Draven, since it has a different win condition (Twisted Fate), and it rarely runs out of cards, even when you want to empty your hand. Slotbots are there for fun, I'm not sure if they should be removed but I don't see anything else I'd want to put in.

Remember that Pick a Card can also empty your hand by shuffling your last card into your deck, and that Jinx also levels up if you end your turn with only Fleeting cards. With the new Jinx buffs, you can rocket the turn after she levels up.

Overall a good deck.
If you decided to replace Slotbot by other cards, I would recommend you to replace it by Pool Shark and/or Patrol Wardens.

PD: Arena Bookie is another Noxus card with Discard effect, although it is rarely used.
