Freljord deck with Frost (Ashe/Wolfes) that uses Nilah and Bilgewater cards for draw power. The idea is to use elemental cards (all frost spells, and Nilah's “water”-spells) to use “Flamecaller Caprine” and “Wizened Helmsman”. Bilgewater also adds a lot of dmg and speed that Freljord needs, because Freljord alone has good buffs but is slow and needs more spell-dmg.

Meta:
I think Freljord in general is the weakest region, because they are slow and play around buffs. They can buff units for 3 rounds until they have 15/15 units, but nearly every region can counter them with one spell, silence/stun/kill, etc., they also don’t have much dmg-spells, while others can just do spell-dmg outside of battle. Most meta decks also do everything to not fight with units. “Fighting with units” alone is often enough to be off-meta, because every meta deck has normally a trick, how to win without fighting. They have 1 combo, or 1 infinity-loop, or 1 Champion, and 30 support cards, but they rarely fight the regular way with normal units. So Freljord is about winning regular fights and be stronger in it, which is why other regions can normally outperform them. But this is the downside, in combination with other regions Freljord can be good. This deck has really strong midgame-power, and if you play for lategame and do nothing for 2 rounds you will probably insta-lose against it. It’s good against Elder Dragon and Aurelion Sol for example, where other regions struggle, Freljord can just freeze and instakill any dragon, and if they only have 1 or 2 enemies, it’s very easy to freeze both. In general rush-decks beat build-up (Azir/Irelia for example), so against them it’s as hard as it’s easy against lategame decks. Rush>midgame-build-up>lategame/deffing>rush. And in comparison to tother midgame-build-up-decks this deck has much more fighting power than most because the freeze-insta-kill-mechanic is one of the strongest fighting-mechanics. As I said, most meta-decks don’t really fight, but in general you can beat any meta-deck if it’s not rush, or any other counter. I wouldn’t say it’s meta but it’s pretty close, it can win alot in pvp with the fighting advantage that explodes fast in midgame, but it is no infinity-loop, undestructable-effect, or counter-deck, etc.., it just wins with normal units who get stronger fast.
Frostbite cards (17):
2 * Shatter (1): either frost or 4 dmg, both is good, also works on 0/4 "Wyrding Stones" for example (used for mana in lategame decks).
3 * Caught in the Cold (3): Needed 3 times to protect Ashe, while attacking, as main-frost-spell.
3 * Icevale Archer (2): "Frost" stacks the other cards. They are always good, and they can ignore spell shields like Ashe, because it’s not an ability with a unique ability-card in the spell stack.
3 * Frozen in Fear (4): best frost card, starts as 1/4 unit, and then snowballs in the midgame automatically for stronger units.
1 * Winter’s Breath (7): freezes all, it’s expensive, 2 would be bad, but 1 can give you up to 6 frost stacks, which is a hard snowball in mid/late-game, or it can kill 1 or 2 units with the effect.
1 * Wizened Helmsman (7): It’s not directly a frostbite card, but when you play him you get 2 of all elemental cards you played in the deck. And all frost cards are elemental cards. You normally get "Frozen in Fear" (4) for 0 mana, and another spell for 0 mana, this can be much stronger than “Winter’s Breath” (7), but it’s good to have both in the deck. You can also easily get Ashe's ultimate ability again, since you can choose 2 times out of 3 cards. And you can get Nilah's draw cards or 2-dmg-cards. And on top of that, you don’t have to play the spells directly, you can keep the two 0-mana-spells with "Freeze" on the hand for the next round. This card should be in every frost-deck, but it’s not that obvious because it works with ”elemental”-spells, and it's a Bilgewater-card of course.
2 * Ashe (4)/Ashes Champion spell (3): I wouldn’t recommend playing her 3 times, because her weakness is 3+ blockers who can kill her, then she cant attack, and then also not freeze. I play 3 * “Caught in the Cold” for that reason, and 3 * *Rimefang Wolf” (with “Challenger”) and it works good, but it’s sometimes dangerous to play her. Tip:
When 2 enemies have the same atk, you can check the blue "Oracle's Eye"-preview on the left to see who will get frozen by her ability.
2 * Sejuani (6): Perfekt 6-mana frost-support of course, but more lategame than midgame. Sejuani needs 5 * nexus-dmg, this is not as easy as with other regions, but “Vikrash the Exuberant” (Elusive) and Bilgewaters “Make it Rain” are helping with that. The “Rimefang Pack” wolves that you spam in midgame, also have “overwhelm”. You can get 4, or maybe 4+ with “Wizened Helmsman” who can copy the played frost-spells.
Nilah/elemental Cards:
Nilah is the best earlygame unit to play. In earlygame you want to draw and play efficient, the fighting happens later with more mana. Only units with 3+ life can block her, so you can try to free-attack to get more “Slipstream” in the deck, this can create a snowballing draw-mechanic-explosion in the mid/lategame. She gives Freljord the speed, because Freljord is normally too slow without support in dmg/counter/drawing.
-3 * Formless Blade (1): 2 dmg for 1 mana. You can use this in battle, you can for example attack with 3 atk, when the enemy has 5 life, he will block most of the time, and then you use it to kill him. It’s also “elemental” and gives “Flamecaller Caprine” a +1/1 buff, so she could kill a 5-life unit with only 2 initial atk with this card.
-“Slipstream” (1): you get them from "Nilah" or “Vikrash the Exuberant”, don’t use them when you don’t have enough mana, because you have to play or discard what you get. Good to get more freeze-cards. It's elemental and also gives “Flamecaller Caprine” a +1/1 buff.
-2 * Flamecaller Caprine (4): She gets a +1/1 buff from all frost/water cards, including draw cards and Ashe-ultimate, but not from the unit-abilities with frostbite. The unit-ability needs to have an extra cards with “elemental” on it, or it won’t trigger the buff (Annie’s molten shield for example). They and “Rimefang Pack” are the main midgame units. Flamecaller Caprine is better in early game, she gets stacks only after you played her, and “Rimefang Pack” gets better in lategame, because they come already buffed, but they are still perfect for tanking in earlygame.
-1 * ”Wizened Helmsman”: can copy all frost cards and water cards, 2 cards for 0 mana, so he is worth sometimes 10+ mana, and secures you frost-cards.
Other strong cards:
-”The Darkin Harpoon”: more draw power, works good with Nilah, can draw her 1 mana “Slipstream” or get you closer to it. In lategame you get a 15/15-unit or so for 9 mana (1/1 per round, and when he got damaged, he still gets +1/1 every round which is strong)
-Marai Warden (2): Needed for deffing and more cheap units
-Journeying Sandhopper (3): strong 4/3-stats that also help you with mana (for draw/freeze/dmg)
-“Vikrash the Exuberant (3): also helps with mana, supports Nilah's draw-combo with spawning a “Slipstream”, even without her. Does Nexus dmg as an “elusive” unit, or can block "elusive"-units.
-”Rimefang Wolf” (3): Needed to protect Ashe in battle, they are good with or without freeze. With freezes they can instant-kill any unit. "Ashe’s" and "Icevale Archer’s" freezes also ignore spell shields, because these abilities are not unit-abilities with unique cards on the spell-stack.
-”Take heart” (3): strongest instant-buff, Freljord has the best buffs, but you can’t put a lot of them in the deck. Keeps the effect units alive, especially when already buffed.
-”Bone Club” (5): +5/5-equipment, you get it back on hand when the unit dies, very strong Freljord-buff again that keeps the effect-units alive.
-Rimefang Denmother (5): You get 2 units, the “Rimefang Pack” is normally buffed around 4/4, so a must-have unit, but it doesn’t actively support the freeze-combos, so only 1 in the deck for more units.
-Mammoth Shaman (6): Strong lategame unit, pulls aggro immediately, if the enemy doesn’t kill him first, he snowballs quickly to a 10/10+ unit.
-The Tuskraider (8): Lategame Sejuani support, and also draw-card, draw cards are always a bit more powerful. Can double stats, if you are lucky. You will draw a guaranteed 10/10 Sejuani if you get to this point in lategame, and if you triggered the "plunder" with nexus-dmg. I wanted to play Nilah's ship too, but it doesn’t work, it is designed to work in draw-only decks.
Dmg-Spells:
These dmg-spells are needed because Freljord normally doesn’t have so much dmg-spells. they are strong but slow and they have to stack. This way you can win more fights in earlygame, to make the snowball and the build-up possible.
-3 * Formless Blade: 2 dmg, usable instantly in battle
-2 * Shatter: 4dmg, but only after freeze, there is enough freeze to be able to use the 4-dmg effect.
-1 * Heavy Metal: 2 dmg, but can kill, important to have at least 1 additional kill-dmg, because a lot of spells are frost or Nilah's dmg that can’t kill. This way you can finish a unit after “Make It Rain” for example, but as a "slow" spell it’s not good to have more than 1 of it.
-2 * ”Make it Rain” (2): Good Bilgewater-dmg, and also Nexus-dmg for Sejuani later, kills everyone with 1 life, which is a good and needed addition for Nilah’s 2 dmg that can’t kill. The Freeze cards and Nilah's dmg are a bit stronger and win fights, but the cards work best in combination.
